Appropriations Committee Announces Earmark Moratorium

Senate Appropriations Committee Chairman Daniel Inouye (D-HI) announced today that the committee “will implement a moratorium on earmarks for the current session of Congress,” according to a press release.

It amounts to a “two year moratorium, as it will apply to both the FY 2011 and FY 2012 bills.”

Chairman Inouye said he continues to “support the Constitutional right of members of Congress to direct investments to their states and districts under the fiscally responsible and transparent earmarking process that we have established” but went on to say that the “handwriting is clearly on the wall.”

He also noted that the committee would “thoroughly review its earmark policy to ensure that every member has a precise definition of what constitutes an earmark.”

    WHERE TO CUT FEDERAL EXPENSES

    A. Social Security Cuts:
    Stop payments to anyone at 70 who is worth over $1 million.
    Collect annual payments on total earnings without any deductions.
    Standard payments start at age 70 years for retired workers.
    Proof of citizenship required before start of retirement payments.
    Check duplicate payments to same accounts used by illegals.
    Stop payments to felons, deceased & illegal recipients.
    All government employees including congress on S.S. system.

    B.Medicare/Medicade Cuts:
    Stop payments to anyone at 70 who is worth over $5 million.
    Collect annual payments on total earnings without any deductions.
    Standard coverage start at age 70 years for qualified individuals.
    Proof of citizenship required before start of medical payments.
    Payment assistance for annual prescription costs only over $5,000.
    Stop payments to felons, deceased & illegal recipients.
    Pay bills to individuals instead of doctors for verification & payment.

    C. Defense Cuts:
    Remove all military bases from all foreign nations.
    Contract with friendly nations to use their bases in emergencies.
    Set up minimum military facilities on friendly foreign bases for emergencies.
    Eliminate unnecessary & duplicate personnel & equipment.
    Standardize equipment where possible used by all branches.
    Reestablish draft for military or civil service duty.
    Deduce military industrial complex.

    D. Federal Cuts:
    Restrict “all” federal employee salary increases to CPI.
    Require “all” federal employee to use public Health.
    Require “all” federal employees to be on Social Security.
    Eliminate “all” federal employee membership in unions.
    Eliminate Dept. of Energy, Education & the IRS (Fair Tax).
    Eliminate 50% of agencies & departments over the next 10 years.
    Reduce by 50% Foreign Aid, Farm Support & all subsidies.
