Grassley Biodiesel Tax Credit Motion on Small Business Bill Falls

A motion to suspend the rules and consider an amendment to the Small Business Jobs and Credit Act (H.R. 5297) offered by Senator Chuck Grassley (R-IA) has been defeated by a vote of 41-58.  Such a motion required 67 affirmative votes to pass under Senate rules.

Majority Leader Harry Reid (D-NV) has procedurally filled the “amendment tree” on the underlying bill, which essentially prevents an open amendment-offering process.  This is sometimes done to speed up consideration of a measure and move more quickly toward final passage.

Senator Grassley’s amendment would extend the biodiesel tax credit which expired in December of last year.  He said such an extension would immediately reinstate some 20,000 jobs.
