Unemployment Extension Set for Passage Next Week

It appears increasingly likely that Senators will pass the Unemployment Compensation Extension Act (H.R. 3548) sometime next week.

Majority Leader Harry Reid (D-NV) indicated this morning that if Monday’s procedural (cloture) motion is adopted on the bill, House and Senate action could be completed by Tuesday which would allow the measure to be sent to President Obama for his signature.

Since the Senate is offering a substitute amendment to the originally-passed House bill, House members must vote one more time after the Senate completes action before work on the legislation can end.  If Senators adopt cloture on Monday, at least one more vote on final passage will likely be necessary.

According to Congressional Quarterly, the Senate’s version would “provide 14 additional weeks of unemployment aid in all 50 states.”

People in states with jobless rates exceeding 8.5 percent would get an additional six weeks of benefits. Currently, 27 states, along with the District of Columbia and Puerto Rico, would qualify as high-unemployment states.

Also included in the Senate’s bill is an agreement “covering the home-buying credit and an expansion of the net operating loss carryback break for businesses.”

The current first-time homebuyer credit of up to $8,000 was created in the stimulus law enacted early this year and is set to expire Nov. 30. A compromise version is expected to reduce the maximum tax credit to about $7200, boost income eligibility limits for taxpayers hoping to claim the credit and make it available to existing home owners who’ve owned their homes at least five years.

The stimulus law also contained a net operating-loss carryback provision, but limited it to small businesses. Money-losing companies of all sizes have been pressing for an expansion of that measure all year. Under current law, qualifying businesses can apply this year’s losses to two prior years of taxable profits, obtaining immediate refunds. Businesses want to be able to apply current losses to five years’ prior profits.

In an effort to speed action on this bill, the Majority Leader has filled the “amendment tree.”  There’s a somewhat dated but excellent explanation of the “amendment tree” linked here.

Essentially, it prevents members from offering any amendments on the bill unless they are favored by Senator Reid.  He has agreement from House Democratic leaders to pass the unemployment extension with the Senate’s modifications listed above, so any additional amendments would threaten to kill the bill.

Update (11/2): A cloture motion on the bill has been adopted by a vote of 85-2.

    Finnally we have some progress on this bill. Pray that we dont need to see any more holdups on this from either side. God please be on our side and pass this bill by Tuesday so that we can have some hope to keep our lights on and food on our table for the holidays.

      My benefits ended 6 weeks ago….what are we supposed to do in the mean time while this takes months to pass? I have two small children and expecting again; what about food, heat, rent, gas and Christmas??? Does the senate, house, or president care about any of that while they take their sweet time passing this bill? America needs help and we need help now!

        Pres O is doing all he can- in his short 9 months .

        I feel your pain, my benefits ended the end of August have 3 children at home (15-10-4). NO MONEY and the people we put in office really DO NOT GIVE A CRAP ABOUT US! You know what we (the kids and I) are spending alot of time playing those board game and stuff that have been sitting in the closet. Trying to keep most of the stress from them, their kids trying to let them have that at least if nothing else!!!
        Good luck to EVERYONE, if its getting this passed or finding a job. KEEP YOUR FAITH!!!

As I have said before when Obama signs it and we are told it is law and see checks and forms from EDD in our hands, then and only then can we believe it. They are such a bunch of corrupt, lying rich thieves no one should listen to their words but only REAL action. Don’t forget when votingt comes around to NOT vote at all or do not vote for one damn Republican. Also….let’s boycott the damn news stations like CNN and now Fox as they are clearly Republican stations promoting ruining our lives.

      About 650,000 jobs have been saved or created under President Barack Obama’s economic stimulus plan, the White House said Friday, saying it is on track to reach the president’s goal of 3.5 million jobs by the end of next year.

      If this is true where the hell are all these jobs. They certainly aren’t ones that all of us have been accepted for. Another BS line from Washington so they will have yet another reason to delay/stop the bill.

        I think some of you need to look at Obama facts. He has the authority to take the bill and sign and enact it without all this horse shit. Jobs are still being lost under him while he is out campaigning for others, throwing huge/expensive parties and the beat goes on. We know he inherited a lot but he is allowing most of it to continue and he does not have to do that. Anybody out there ever studied Civics and Politics in College??? Lots of answers in those classes. I will not vote ever again and it was a mistake this time. Learned another hard lesson.

      “The House said that they would accept that and that could be done as early as’’ Tuesday, Reid said on the Senate floor. That “would be a great relief,’’ he said.

      The legislation has been delayed by Republican demands for votes on several amendments, including one to ensure the end the Treasury Department’s Troubled Asset Relief Program by the end of the year. Monday’s procedural move, if approved, would enable Democrats to ignore those demands and put the measure to a vote.

      Democrats announced plans earlier this week to extend the home buyers’ tax credit, scheduled to expire at the end of November, until April 30. The plan also would let more people qualify for the break.

    It just amazes me that there is no coverage on this issue in the news, (except a passing glance). If my information is correct, there are 400,000 who lost benefits recently, and 1.2 mill soon to. Is that not a crisis?!! They bring up how Wall Street is doing well, but unemployment is still so high, and will remain so, but will not even mention that there are people who are feeing their kids, and starving themselves. Whose cell phone is cut off so they can’t get calls for jobs, that they have been seeking for months, at a time or more. Amazing that they are still playing politics with this issue. If anything should be passed without any delay then this should. I am independent, and vote both Rep and Dem, but the Rep that are holding this up are really pushing me away from their party at all. Rediculous!!!!

    u no, i am at my wits end. my benefits ran out the end of aug, and it’s ben 1 thing after another. i severd my country in the military and i went 2 get help through the veteran comission in my howetown of cleveland, ohio an they even want 2 give me run around bout my dd214 which i lost some time ago. now mind u i have a letter from the department of veterans affairs stating everything that my dd214 will state an they tell me it’s not good enough. so i have 2 wait 3-4wks for the real 1 to come. so again i can’t handle any bills. or anything until something comes through for me. where is my help, in my time of need. i’m pissed!!!!!!!! it makes me not even want 2 vote for anyone in the near furture.

    Why don’t we all line up at the White House and ask for food, clothing and shelter for our families?? If you really think Obama cares you better think again.

      We get taxed twice for unemployment. It is taken out according to our income and then when we lose our jobs we get taxed when we use it.

        We are taxed when we work and money is put aside for this unemployment and then when we receive it we are taxed again….this is BS. How can you tax someone who is unemployed, that’s ridiculous and then when we spend it we are taxed again. Don’t put it in the bank and withdraw from an atm, you get hit again. We are already taking a significant pay cut with this insurance and then are taxed on it and treated like sh*t for it. The republicans don’t want to tax the employers which has been going on for quite sometime now (in order to pay for this bill) but at least if they did maybe they would stop or think twice before letting people go, so fast. Somehow it seems we get penalized for being let go, when the one’s who do the letting go should be penalized (if anyone has to), don’t you think?

    this extension should have been all done by this week when you make very very good salaries why should you care about the rest of the people who need this little bit of money. im sure when you voted for raises it didnt take 4 weeks to get your raises. its time to consider the rest of the people besides yourself. we will all remember you when its time to vote.

    Even if the bill gets signed by the end of next week it is going to take another week or so before we receive any benefits. That may be an additional 2 to 3 weeks without any income. How am I suppose to pay November’s rent and utility bills without them being shut off. This bill began in September and now it is going into November. This is absurd.

    Okay to those who blame the Republicans…One of the reasons is one of the amendments attached to the unemployment extension is going to initiate a tax for small and large business owners to pay for the extensions instead of with stimulus funds. Lets not forget that we are dependent on these such businesess for employment. They need relief as much as we do! They have the power to hire not our government and Amen for that. The republicans as far as I can see understand this. Our government can spend over 700 million dollars in the state of Nevada to protect wild mustangs (horses) and they will not even show the same care for the ones who have the power to employ us! I don’t think mustangs should come before us (Americans), do you? Stop the madness! I am unemployed with a family, broke and hurting too but this stuff needs to make sense. That is part of the problem with our senate, congress and administartion! Their priorities are backwards….

      Respectfully, you are mistaken. The unemployment tax you are referring to is a surtax that has already been in place for quite some time. The surtax increased the tax from 6% to 6.02%. This amounts to 2 cents more for every $100 of tax if the surtax remains in place. The tax boils down to about $14.00 per employee (that’s right FOURTEEN), which I’m sure the employer always recoups by paying employees a cent or 2 less an hour. When the fat boils off, the Republican leaders in this country are nothing but rhetoric, misinformation, and, at times, outright lies.
      It is not a new tax they are griping about. The surtax was set to expire after years in force. The Democrats only proposed to delay the tax cut that was scheduled. The impact on most employers is its not noticeable. Its just more BS taken out of context which is what they always do. We should go back to the 90% tax bracket for income in excess of 1 million that Eisenhower advocated and enforced. Obama proposed changing it from 32% to 35% and everybody cried socialism. Eisenhower was a Republican by the way, and a very intelligent one who understood, like FDR(Democrat) before him, that you have to keep very strong checks and balances in place on corporations, financial institutions, and the mega wealthy to prevent greed and the self interest of a few from running the country in the ground. Sure Democrats have a few stupid earmarks/pet projects that cost money and should be dropped …so do Republicans. However, it doesn’t compare to the mega wealthy, greed mongering, brats on Wall Street that let 30 years of deregulation turn it into Vegas Street, who lose 20% of the country’s wealth in the blink of an eye, and then come back home to Daddy (the Gov/taxpayer) and say “I’m sorry but I just lost 800 Billion Dollars…I really didn’t mean to but now if you don’t loan me 800 billion in then next couple weeks the entire world financial system will fall to its knees and crumble…Oh, and don’t forget, if the people that get unemployed because of this need a couple billion for an extension, claw-fight-scratch-delay and try to hold it up, because we might need that money too. I mean hey, honestly, when you get down to it, that tax money is really ours anyway, that FDR and IKE milked from us, you know common people never paid that much in…hell 90%…get real.”

        We must NOT forget that EVERY unemployment dollar we receive is TAXED just as if we were getting a pay check. I don’t see that discussed anywhere. Therefore the damn government gets their money back thru the taxes they demand out of those checks and from us needy unemployed spending the money they have such a hard time giving us on food, etc. In essence…..they aren’t really giving us anything. It’s a loan that we have to pay back. Refuse to pay the taxes on the unemployment checks and see how fast the damn government comes knocking on your door and sends threatening letters. I’m not going to pay that damn tax and if they lock me up at least I won’t have to worry about a roof over my head and food plus I won’t have any bills to worry about. Sounds like a plan to me and it costs THEM money to house and feed me. Back atcha’ politicians!!!

      I agree, that their priorities are completely backwards, especially when they give themselves raises on top of ridiculously high salaries and we are just asking for kibbles ‘n’ bits. How the h*ll do they sleep at night, knowing that our children are suffering?? How can anyone believe that such a large number of people who have already worked all of their lives just up and decided to be lazy? They just can’t seem to connect the dots….I imagine this is because they don’t exercise their brains!!!Shame on the senate…WE WILL REMEMBER YOUR NAMES!! Can you say “political suicide?”

    This inexcusable delay in passing this bill is nothing short of callous and cruel. Tens of thousands of fomerly working people have seen their benefits expire between the time the House passed their bill (over a month ago) and now. The stonewalling by the Republicans who are holding this relief up is shameful. This is a real emergency, while other less time-critical issues such as the healthcare debate are attracting all of the media attention. The Senate is a body less concerend about its constituents and more with politics. This all just confirms it!

      I agree! I mean, yes, health care is important and many people have had to die as a result of its flaws. But, it will take some time (years) anyway before it goes into effect, so it could have been delayed these five weeks without harm instead of this emergency bill (our safety net) that we paid into for this very purpose IN CASE WE BECAME UNEMPLOYED AND NEEDED IT!!! They know what is happening and by not giving us what we need others (their friends: banks, creditors, utility providers et cetera) will lose a lot as well. WAKE UP SENATORS IT IS A DOMINO AFFECT!! Fix it now – do the right thing and help your fellow Americans. Remember, tables can turn!!

So what if a few people that are on the verge of homelessness fall over the edge? It is calculated into their battle stategy. They are willing toaccept a fewhundred thousand on the welfare rolls as long as they can get the wages down to where they want them, so it all equals out in their minds. These are some coldblooded, calculating snakes. They care for nothiing more than the bottom line. And that is to make the obama administration fail at every turn, and they are willing to do that at the cost of everything we have worked our whole lives for. They dont have to look at us at their jobs. We wont be at their resturants, we will be like the other homeless people they have been ignoring for years. They are stalling this thing long enuff so that many many families will be falling thru the cracks. Once you lose a phone number, address and car, in this society you are off their grid.     The delay on turning this into a law and putting it into effect immediately it’s shameful and cruel. Thousands of unemployed people have no money for food. How can those politicians live with them self’s? As they go home tonight for a nice family dinner they should be reminded of that. As their families have reasons to laugh, be happy and feel safe, they should be reminded of those who can’t. They plan for Christmas and look forward to that, but for the rest of us, Christmas time is a scary thought: “Are we going to have a roof over our heads, food on the table and anything under the tree for our kids?” When are we going to stand up and say:”enough is enough!”? There is nothing more important right now than provide EMERGENCY financial aid for those who want to work, did work until the economy plunged, but can’t find a job. I would settle for a cleaning job right now and I was VP of Marketing for a company that had 1300 employees and went BK because of the Banks fiasco… Thanks…

  19. my honest opinion to this whole mess is. i do not think it will pass next week at all,you have to look at all of what they are wanting to add to the bill.im sure the republicans will vote against it AGAIN,they have been doing this for weeks now.plus this extention DOES NOT guarentee people who have already ran out of benefits will get the extention,that is part of the bill also and trust me i have already talked to people at the unemployment office to verify this.it all goes by the criteria of the extention.i ran out of my benefits at the end of august and they told me in WAS NOT eligible for the upcoming extention,this extention is for only those who will run out by the year end.i have no idea why they are telling people that they will get their unemployment back if this passes.79 weeks here in ohio is only allowed in 2 years time.

      how in the world did your office tell you anything about it if it hasnt been passed yet?
      Have you yourself not read HR3458 ?
      There is nothing in there about if you have exhausted so many weeks or drawn for so many weeks or years, that you will not qualify for this. Its people like you who get some people worked up.

However, it will not cover those who have not run out before the signing of the bill. That was another bill and they may work on that one later. This bill was created for those who have run out and are about to run out…these are the facts. I have been following it closely and have verified this through Judyconti@nelp.org (our advocates NELP). They update regularly and keep the facts straight. What we have in our favor is that Reid will not allow any amendments that will not be accepted when it goes back to Congress for a new vote. There are only 2 amendments out of all the other amendments and many senators (Republican) who were not on board before…are now. Check out the website..we are almost there.

The hadest thing I have ever faced is the worried look on my 11 year old’s face when he asked me what we were gonna do if we get evicted and have no place to go? It makes you feel like a failure as a parent, but that is not the worst part. The actual reality of having no place to live with winter coming on. How can we shame these bastards into doing something? I threatened to camp out in ralph Hall’s backyard, and if we get evicted over these snakes playing political games, I want this man to look into the eyes of my son John and explain to HIM why we dont have a place to live. I am not singling him out, Cornyn, and kay bailey hutchinson are more responsible than he is, but I wont have gas money to get to his house. And if I Ever get a chance at jim kyl, he will spend as much time in the hospital as I do in jail. That is just a pipe dream that will never happen, in case I get arrested for terroristic threat, which I would not put past that snake kyl.

    If the Dems and GOP would both work together it would be in our best interest but again you can not pass a bill or legislation that hurts business owners. I gues people are not educated enough to understand. We need to push for congress and the senate to give relief to the business owners and it will give us more opportunity for employment.       Demand is what creates jobs, not business. Businesses will only hire if its necessary to meet demand, no matter what profits are. Businesses are not in business to hire, they are in business to make money and maximize profits. That’s why they don’t mind outsourcing. They just don’t hire for the hell of it to be nice citizens. (I wonder how many American companies still have overseas Asians/Indians on their payroll while having laid off thousands here.)
      Demand creates jobs and that’s it. That’s why unemployment benefits and stimulus and help prevent further layoffs than would otherwise occur…because we spend the benefits which creates demand for something and helps someone keep their job. That surtax employers were expecting would expire that may be extended is not an big additional burden on businesses. They’ve already had the tax figured in their budget. Again, a tax break or tax increase may affect profit margin. I don’t believe in creating big hardship on business and I don’t think anyone is trying to do that. Our leaders aren’t stupid and they understand the situation. There are those who will say anything or misrepresent anything they can in an attempt to sway opinion and a future election, but it has little to do with truth. No one is going to tax businesses out of business. If they go out of business, its due to lack of demand, not a minute drop in margin%. A company will only employ enough people to meet demand, regardless of the profit gains. If they can meet demand and maximize profits without hiring more people, they won’t hire more people. They don’t create jobs out of the goodness of their heart. Now, Govt on the other hand can stimulate new jobs. If they initiate an expansion in infrastructure projects…and jobs…That puts money in those peoples hands that they in turn spend. This increases demand. When employers that had cut back have to hire more to meet demand, jobs are created. That’s what much of the New Deal was about in FDR’s day. Businesses are typically conservative in nature. They will cut back and refuse to hire and layoff when demand declines… and when all businesses do that they are actually creating the engine for decline…because when they lay off everyone…demand goes down even more…throw in outsourcing practices and you have a real mess…That’s why gov’t action can be effective…when businesses get too jittery and nervous to add to payroll due to low orders, govt can afford to take a chance and create some jobs and put some money in the economy to get things flowing again. Demand must come first…conservative business owners will not hire without it…and only then when they can’t meet demand with current payroll.

        Also, I wanted to add, there has been a continuing correlation between education level and voting preference. The higher the education level the higher likelihood of voting democratic. Check out the statistcs in the last election…Obama dominated with the higher educated. Unfortunately, only 1 in 4 currently hold a bachelors. That’s why Republicans are still able to win or keep it close. Republicans aren’t stupid. They know this is true. That’s why they targeted the South years ago. They took a blue stronghold and turned it red on a few simple arguments and religious issues. Educated people are much more difficult to persuade or sway their opinion on hearsay information. It takes more than some pundit on TV or a friend saying so to take it as fact. Educated people demand higher standards of proof. I’m a Southerner but its no secret that the South has the lowest level of education per capita in the country. Throw that in with the decline in education standards in the country over the last 30 years. We were once firmly #1 in the world in education by a long shot, now we are like mediocre also-rans. Add in educational costs skyrocketing with stagnant federal grant and financial aid programs, and you get a clear picture that there are those in this country that are not very motivated to keep US education standards a priority. I wonder who that is? If the percentage of Americans that have a bachelors degree every surpasses 50% the Republicans would never get elected again…without some drastic platform changes.

I am from Ohio, and I do know that some people have heard alot of different things about this bill, and from what I have read is that well there really isnt any month or date set for who gets this next extension I would think it would be like all the others we have gotten, there never been any certain date or month, it just goes into effect and if you are unemployed you are eligable. So for the others that post negative things on blogs, please the rest of us want to hear the good things, positve, I know that I have had enough bad things since I lsot my job in 07, so please keep it your self!

Getting your hopes up over more BS conversations doesn’t make sense. Reality is nasty sometimes but that’s the way it is right now. I will not let up and I hope you won’t either. It will pass, probably after many have lost everything, but we still need it. I exhausted my benefits on July 30, 2009. That was a very sad day for me. I don’t know how they thought the last extension would make a difference, either. I mean, these are unusual times, which means they must make a bill with unusal measures to address it effectively. If they don’t anticipate jobs any time soon, we will be back here again in a few months. However, we must keep looking for jobs in the mean time. Good luck to you and everyone!!!

      John you should be able to claim all weeks that you have been waiting.I would ask the unemployment office.The only way that may not happen is if they not allow it if you ran out before the 4th extension. I got all of my back pay from the 3rd extension.

This is how this situation gets recognized and this bill gets recognized for the urgency for swift passage.

      It’s not retroactive, check out http://www.unemployedworkers.org they update frequently. NELP is our advocates and have been pushing for the passing of this bill from the beginning. Visit the site and sign the letter that they have prepared by putting in your address and zip code it will go to your senator. Also, write a personal letter yourself and fax it or mail it. Keep calling people, please!! We can’t give up, just think of your children.

    Can someone please clarify this one for me? I live in Las Vegas, NV and I ran out of unemployment benefits in September. Would I be able to apply for it again and receive the unemployment extension if it passes?

      yes, you would be able to get the extension for the number of weeks your state is eligible for, 14 or 20. The discouraging thing is that for those who have already exhausted benefits, there is no retroactive back pay. That’s a bit unfair because some will continue with benefits another 20 weeks without a gap while others do without for months in between without back pay to catch up. Hope a lot of landlords are understanding. I’ll still be glad to see this passed and on the way. Best wishes.

      Yes, you will be included in this bill. However, you do not need to re-apply it will mess you up because you have not worked a job since, right? You only apply when something has changed from your last application, you will receive a letter in the mail just like the rest of us. States with 8.5% or higher for three consecutive months will receive 20 months and all other (50) states will receive 14 for those who have run out or are about to run out. They care about us and have been pushing for the passing of this bill from the beginning…hang in there!!

  33. Everybody stay calm… it will pass. If not, the holidays will be a bust and we”ll all be standing out front the local Walmart ringing a bell. NO one has any money but the greedy bankers, investors, and employers that are overworking their few employees still left on payroll.. I have exhausted all of my benefits. I cannot pay my credit cards and I sent them all judgment proof letters, certified, stating that there is nothing to garnish, no money, no assets, no employer to harass( house worth less than what is owed). -4000.00 income last year on our taxes. What can we do, other then vote, VOTE these cretins out of office. I’m just rankled that this extension was brought up in July, 2009 and then, Congress had August off, September to watch the leaves change, October for football and trick or treating and us …no power…expired food from food banks, jumping in bread boxes wrestling stale loaves of bread out of the hands of the homeless. I’m pissed, too pissed to keep writing…but I’m trying to stay calm…..

I have laid off since 01/07/08, benfits ended 8/29/09 after the extensions and the EB that was passed earlier this year… so what you are saying is your friend stated that “we” do not qualify for this extension?       Once the cloture is voted on Monday, it can not go into another week (30 hours is it). The latest is Tuesday at midnight. Which is good because the house only votes on Tuesday and Wednesday, meaning they will vote on Wednesday and off to the president. The president has spoken publicly that he supports the bill. Senator Reid has already discussed with the House about the amendments attached and (as is) they will pass. Remember, the House passed swiftly and will do so again. We are now beginning to get the media coverage that we needed so badly. Hang in there, we are almost there….

    On November 20, 2008 (almost a year ago), the Senate passed the 2nd extension of unemployment benefits (HR6867).

    Senator Harry Reid had to bring a cloture motion on the bill on November 19, 2008. The bill was voted on November 20, 2008.

    6 Senators voted No. They are:

    Barrasso (R-NY)
    Coburn (R-OK)
    DeMint (R-SC)
    Enzi (R-NV)
    Hatch (R-UT)
    Inhofe (R-Ok)

    These 6 Senators also voted No on the cloture motion on the current bill (3548) on October 27, 2009.

    4 Senators did not vote on November 20, 2008. They are:

    Biden (D-DE) – Our current VP
    Chambliss (R-GA)
    Lincoln (D-AR)
    Sununu (R-NH) – He lost his bid for re-election that year. Senator Jeanne Shaheen was elected instead.

    Thank you for contacting me to express your support for an extension of federal unemployment benefits. Your opinion is very important to me, and I appreciate the opportunity to respond to you on this critical issue.

    Unemployment benefits are a fundamental tool to assist American families through their most difficult times. Providing temporary assistance to families struggling through difficult times is not only socially responsible, it is an economic necessity, as every dollar paid in benefits generates $1.64 in immediate economic activity. I was happy to have voted for the American Recovery and Reinvestment Act (ARRA), which provided up to 79 weeks of unemployment benefits through 2009, increased these benefits by $25 per week, and provided a 65 percent COBRA subsidy. Despite these aggressive actions, over half a million unemployed workers have already exhausted their benefits, and another 1.5 million are expected to do the same by the end of the year, unless additional action is taken.

    This urgency is why I support a number of bills that extend unemployment benefits. For example, I am a cosponsor of a measure by Senator Baucus which would provide an additional 14 weeks of unemployment to all states. This bill would provide another additional six weeks to high unemployment states, including New Jersey, totaling 20 weeks of extended benefits for New Jerseyans. I am also an original cosponsor of S. 1647, the Assistance for Unemployed Workers Extension Act, which would extend a number of unemployment provisions in the American Recovery and Reinvestment Act. You may also be happy to know that I signed a letter to the Senate Majority and Minority Leaders urging them to take up this bill as quickly as possible so that we may avoid any more lapses in this important coverage.

    Since the beginnings of our recent economic downturn, we have seen record numbers of Americans losing jobs and remaining unemployed for longer periods of time. Unemployment rates soar at 9.7 percent and rising, and long-term unemployment is at record levels. While our government has taken swift action to stabilize Wall Street, I have long advocated for similarly swift action to help Main Street. While I am pleased that previous recovery efforts have staved off greater financial disaster, there still remain significant steps to provide Americans the assistance they need to meet their fundamental obligations, such as paying their mortgage, feeding their families, or filling the gas tank to carry out their job search.     Republicans will vote against cloture because they want votes on two amendments, one to bar ACORN from receiving federal funds and one to do something or other about illegal immigrants. Since the House passed its version of the bill five weeks ago, over 125,000 people have exhausted their unemployment benefits. Meanwhile, however, there is bipartisan support for extending or even increasing the first-time home buyer’s tax credit, implemented as part of this year’s earlier stimulus package and currently set at $8,000. Johnny Isakson, a Republican senator from Georgia, wants to up the credit to $15,000 and extend it to anyone who buys a home…

      The current bill will not be retroactive. They tried to get it moving early enough to prevent most from exhausting benefits before it kicked in. I first thought that if I kept filing each week that may help but I was immediately denied access from doing so upon exhaustion of benefits. The good thing, I suppose is that you still get the full # of weeks. Maybe the landlords will be understanding, if they can afford to be. I would not be surprised if another extension is later attempted by congress through much of 2010 as the job market/unemployment is not expected to improve until last qtr of 2010. Hopefully, that analysis is wrong and we can all get back to work…I’d much rather work…Unemployment helps you survive but that’s about it…It’s not a living by any stretch of the imagination.

      myself, not sure. No systems right now are considering new extension as it has not passed. From that standpoint, the systems are responding as though there will never be an additional extension. That being said, I’d say its referring to the next time you have an eligible claim under normal current rules. Until the new extension is signed into law and systems updated, systems not of much use in trying to determine new extension benefits.

      How many times are you going to ask the same question? Your question has been answered several times by several different people.

      You do NOT get retroactive payment. The payment starts when the bill is signed by Pres. Obama. You won’t get a check for lump sum. You won’t get paid for any weeks before the bill was signed. It’s like a job. You don’t get paid before you start working.

I tried and after I put my pin and ss # it says to hold and wait for a rep. I always hang up because I felt too ridiculous to have to explain why I am trying to claim, knowing I have exhausted. What should I say, “I am just doing this just in case.” Anyone know how this works for New Jersey? I don’t want to wait until last minute and then have a delay in payment. Should I file a new claim on line, now? Should I just wait to be notified? I know, I had to print (on line) the bank account information to change it since my account is closed and I used to get direct deposit from Unemployment and I didn’t want my deposit to get lost or tied up since there will be so many people this time. Any info will be appreciated. Thanks!

    been laid off since dec 08, almost a year!!!sometimes have days of feeling worthless. have had to make many changes to daily life expenditures. some of which were more difficult than others. luckily we do not have rent or morgage payments. we do however have car payments, credit cards, insurance and so on. after those i have about $15 bucks left over every 2 weeks. i made good money while working. in florida the uc is very LOW! about $8.00 an hr. i for one could not make it if i did have rent. i do not know how anyone in “Florida” could at $8.00 an hour? i do have food,cable, water, a/c heat, roof over my head, for that i am grateful! if things get worse i will drop things like cable, open windows, go to food banks, stand on a street corner with a sign saying ” laid -off need any work”! several years ago in between jobs i slept in a tent on the beach. i would go to this bar at happy hour where they gave out free finger foods for the price of a drink $1.50. this was all i had to eat on a daily basis for about a month. i showered at a local beach park. anyway i have one more check coming, if they extend it soon great, if not, oh well. I HAVE LIVED THROUGH TOUGH TIMES BEFORE, I “CAN” DO IT AGAIN!!!

        Cloture is invoked to break the Republicans’ filibuster.

        The Republican Senators would not let this bill be debated. So, Senator Reid had to bring the 1st cloture motion to end the Republicans’ filibuster on preventing this bill from being debated. The motion was passed by a vote of 87 to 13 on October 27, 2009.

        The Republican Senators then would not end the debates & kept proposing one irrelevant amendment after another. The Republican Senators wanted a debate on each one of their irrelevant amendments.

        Senator Reid had to bring the 2nd cloture motion to end the debates & amendments. That motion was passed by a vote of 85 to 2 on November 2, 2009.

        After the passing the each cloture motion, the Republicans get a 30 hour stall time. Those are the Rules of the Senate.

        Senator Reid cannot do anything until this 30 hours of stall time expire. He is working under the Rules of the Senate.

        If Senator Reid did not bring these cloture motions, this bill would not have moved. At least, there has been progress thanks to the efforts of Senator Reid & the other Democratic Senators.

        If you want to do something constructive with your anger, write to the Republican Senators. They are the ones who are blocking & objecting to the progress & vote of this bill.

    Just My Opinion:

What type of improvements did the Republican Senators proposed to the bill – amendments regarding ACORN, immigration, E-Verify, TARP, credit for home buyers, carry-back accounting for businesses, etc. How do these amendments improve the bill for the unemployed?

    Neil they don’t work that fast..the $ has to be transferred to state coffers, then your state DOL will contact you by mail. That’s how it is in Ga.

    I went to my web sight this morning for unemployment.It said that when the President signs the bill that they will have to set up computer system.They will file my extension .It also states that we are not eligable for any back pay.It will start when the bill is signed.You can go to your web sight in your state it should give you the information for your state. hope this helps you.I know it is frustrating some of us have been waiting longer than others.But by God’s grace we will get through this mess.

    hello again i just checked the unemployment site it stated the web and phone will be not working from fri nite till sun morning. maybe i will be able to get my check next week good luck to all neil p.s. in in ny. hopefully all states will be able to get their checks next weeek. neil

    this is the sixth week the website said the first check wont be till next week. they closed the site and phone from friday nite till sunday morning and they wont give any money till next week. isnt that unbeleiveable?? maybe we should give all the senators another raise im sure they would pass that bill within a day. not 6 weeks its taking to get a few dollars.

    I am not sure about the rest of the states. But California has not sent any paper work out yet to get a check and Thursday is Thanksgiving.

    I just received a determination letter today with the amount in my account from NJ. It instructs me to call and claim on Thanksgiving/Thursday. Won’t see a check before Dec. 1st because of the holidays.

    Keep checking web site. I don’t understand why some states move faster than others, its not fair. I pray everyone sees some money and real soon!!!

    I agree it is not fair and I am sending email to the Senators .f they are going to have Thanksgiving I want them to remember everyone of us who are not having Thanksgiving because of their selfishness.
