
Senators have defeated an amendment offered by Senator Judd Gregg (R-NH) to the concurrent budget resolution (S.Con.Res. 13) by a vote of 43 to 54.
The amendment “prohibits the consideration of any budget resolution, amendment, or conference report that shows an increase in the public debt over the following ten years by an amount equal to or greater than the debt accumulated from 1789 to January 20, 2009,” according to a press release.
If the budget violated the terms laid out above, a point of order could be raised against its passage. That could be waived, but only by a three-fifths (60) vote.
